The Legal Practitioners Qualifying Examination Course is a one-year programme. Students who successfully complete this course of study are recommended for admission to the Zambian Bar. Enrolment for this course is done after the placement of an advert in the media.

Entry Requirements

To qualify for enrolment onto the LPQE programme, note the following:

  • Applications are received in line with Section 11 of the Legal Practitioners Act, Chapter 30 of the Laws of Zambia, Rules 5 and 6 of the ZIALE (Student) Rules, 2021.

Applicants must be holders of: 

  • Five (5)  ‘O’  level credits or better in English,  plus four (4)  other copies of certificates, should be certified. Foreign certificates should be equated by the Examinations Council of Zambia (ECZ).
  • Bachelor of Laws (LLB) degree obtained from a University registered by the Higher Education Authority (HEA) and whose qualification has been recognised and accredited by the Zambia Qualification Authority (ZAQA);
  • Bachelor of Laws (LLB) degree from a foreign University recognised by the Zambia Qualifications Authority (ZAQA);
  • Where remedial courses are given by the ZIALE Council, they should have been passed at the time of application.

RESOURCE PERSONNEL FOR LEGAL PRACTITIONERS QUALIFYING EXAMINATION (LPQE)

Mr. Kamfwa Obote Kasongo is a part time Honorary Lecturer for Professional Conduct and Ethics and a member of the ZIALE Board of Examiners (BOE). He holds a Bachelor of Laws degree (LLB) from the University of Zambia, MCIArb, an Advocate of the High Court of Zambia, a certificate in Basic Stock Brokers/Investment Advisor’s course, member of the Chartered Institute of Arbitrators (UK). Mr. Kasongo worked as Council Advocate for Lusaka City Council, Legal Officer and Company Secretary for Zambia State Insurance Corporation, Secretary for Zambia State Insurance Pension Trust Fund. He is also a part time Lecturer in Legal Ethics at University of Lusaka and Insurance Law at Zambia Institute of Business College Trust.

Mr. Hendrix Shamainda is a part-time Honorary Lecturer in Bookkeeping and Accounts, and he is also a member of the Board of Examiners (BoE) at ZIALE. He holds a Bachelor of Laws degree (LLB) and is an Advocate of the Superior Court of Zambia (ASCZ).  Mr. Shamainda also holds a Diploma in Management Studies, Master’s in Business Administration, a Fellow of the Association of Chartered Certified Accountants (FCCA) and Fellow of the Zambia Institute of Chartered Accountants (FZICA).

Mr. Hendrix Shamainda is a cross-disciplinary practitioner with a bias in tax law, corporate insolvency and, business and financial modelling. He has a combined work experience of about 20 years for both corporate and private practice.

Mr. Barnaby B. Mulenga is a part time Honorary Lecturer in Conveyancing and Legal Drafting, and he is also a member of the Board of Examiners (BoE) at ZIALE. He holds a Bachelor of Science in Land Economy, Bachelor of Laws degree (LLB) from the University of Zambia, Advocate of the High Court of Zambia and Masters in Environmental Science and Law (MESL). He served as Permanent Secretary of Ministry of Mines and Mineral Resources and, he served as a Permanent Secretary of Labour and Social Security, Ministry of Lands, Natural Resources and Environmental Protection. Other positions he held at Ministry of Lands include, Commissioner of Lands, Head – Estates and Valuations, Registrar of Lands and Deeds, and Lands and Deeds Officer.

Natasha Nsanta-Kalimukwa is a part-time Honorary Lecturer in Probate and Succession, and she is also a member of the Board of Examiners (BoE) at ZIALE. She holds a Bachelor of Arts Degree from the University of Eastern Africa, Kenya, an LLB from the University of Zambia, LLM – International Trade Law from the University of Cape Town, South Africa and a Diploma in Legislative Drafting from the Zambia Institute of Advanced Legal Education

Mrs Kalimukwa is a legal Practitioner with 14 years at the Bar and has extensive experience in succession and insolvency law. She has worked in the Ministry of Justice under the Department of Administrator General and Official Receiver since 2008.  Until recently, Mrs. Kalimukwa was the Administrator General and Official Receiver for the Republic of Zambia, a position she held for almost five years.

Hon. Mr Justice William. S. Mweemba MCIArb is a part time Honorary Lecturer in Commercial Transactions and a member of the ZIALE Board of Examiners (BoE). He holds a Bachelor of Laws degree (LLB) from the University of Zambia. He also has a Legal Practitioners Qualifying Examination Certificate and was admitted as an Advocate of the High Court of Zambia on 23rd December, 1981 and thereafter became an Advocate of the Supreme Court of Zambia on 23rd December, 1986. He is a High Court Judge in the Industrial Relations Division of the High Court for Zambia for which he is the Judge In-Charge at Lusaka and he has also served in the Commercial Division of the High Court for Zambia.

Judge Mweemba is also a member of the Chartered Institute of Arbitrators UK (MCIArb). He is the immediate past Chairman of the Zambia Branch of the Chartered Institute of Arbitrators. He was Chairman of CIArb Zambia Branch. He served for 19 and a half years as Chief Legal Counsel and Company Secretary of Barclays Bank Zambia Plc. He joined Barclays Bank of Zambia Limited on January 1984. After retiring from the bank in April, 2004 he became a partner in the firm of Mweemba Chashi and Partners until 11th March 2014 when he was appointed High Court Judge.

Judge Mweemba served as a trustee of several occupational pension schemes and was Chairman of the National Pension Scheme Authority (NAPSA) Staff Pension Scheme Board of Trustees and he is a Life Honorary member of the Zambia Association of Pension Funds.

He further serves as a Tutor for the Introduction to Domestic Arbitration Course, Law Practice and Procedure in Arbitration and Introduction to Construction Industry Adjudication for the Zambia Branch of the CIArb.

Judge Mweemba is a member of the Zambia Institute of Directors and served on several Boards as non-Executive Director the last of which was on the Board of Stanbic Bank Zambia Limited. Judge Mweemba served as Hon Treasurer of the Law Association of Zambia for 7 years before becoming the Association’s President from April 2004 until April 2007.

Mr. Conrad Sichande is a part time Honorary Lecturer in Company Law Procedure and a member of the ZIALE Board of Examiners (BoE). He holds a Bachelor of Laws Degree from the University of Zambia (2006), a Master of Laws Degree from the University of London (Queen Mary) (2013), a Master of Laws Degree from Kings College London (2020) and a Post Graduate Diploma in Legislative Drafting from the Zambia Institute of Advanced Legal Education (2010). He is currently pursuing a PhD qualification with the research topic on “The Codification of Director’s Duties and its Impact on the Corporate Governance Culture in Zambia”.

He is a legal practitioner with over 14 years of experience post Bar admission. He started his career at the Ministry of Justice of the Government of the Republic of Zambia where he spent over 7 years in the Department of International Law and Agreements. He gained considerable experience in contract legal drafting and complex international law matters. Upon leaving the Ministry of Justice, he joined ZSIC Life Plc as Legal Counsel and later ZSIC General Insurance Limited as Director Legal and Company Secretary, the position he currently holds. Having worked in the insurance industry for the past 8 years, he has developed expertise and experience in insurance law practice and the intricacies of corporate governance in companies.

Mr. Robert Simeza, SC is a part time Honorary Lecturer in Superior Courts Civil Procedure and a member of the ZIALE Board of Examiners (BoE). He holds a Bachelor of Laws degree (LLB) from the University of Zambia and received a diploma in Trial Advocacy Skills from a National Institute of Trial Advocacy program at the University of Southern California in the U.S.   Mr. Simeza, SC is a founding member and Board Chairman of the Legal Resources Foundation which is the only NGO providing free legal services to the indigent in human rights and human rights related cases.  He is an Advocate of the High Court of Zambia and a Managing Partner for Messrs Simeza, Sangwa & Associates Advocates.

Hon. Mr Justice Kelvin Muzenga is a part-time Honorary Lecturer in Subordinate Courts Civil Procedure, an External Marker of Criminal Law and Procedure for the LPQE Course and a member of the ZIALE Board of Examiners (BoE). He holds a Bachelor of Laws degree (LLB) from the University of Zambia and is an Advocate of the High Court of Zambia. He also holds a Post graduate Diploma in Legislative Drafting from ZIALE, a Certificate in International Protection of Human Rights from the American University in Cairo, Egypt, Certificate in Law and Justice from the Danish Institute for Human Rights.

Hon Muzenga is currently serving as a Judge for the Court of Appeal. Before his appointment to his substantive position, he worked as Director for the Legal Aid Board and also held other positions in the same organisation. He has wide experience in lecturing as he has worked as a Lecturer for various institutions which include Evelyn Hone College, International Tutorial College, National Institute of Public Administration (NIPA) and a Teacher at the Ministry of Education. He also worked as a part time Consultant for the Management Services Board.

Mrs. Maureen S. Tresha is a part-time Honorary Lecturer in Domestic Relations and a member of the ZIALE Board of Examiners (BoE). She holds a Bachelor of Laws degree (LLB), a Master’s in Business Administration (MBA), a Postgraduate Diploma in Legislative Drafting and is an Advocate of the High Court. She is the immediate past Chief Executive Officer for Women and the Law in Southern Africa (WLSA). Mrs Tresha has spent over ten (10) years litigating for women and children. She is currently the managing partner of Sepo Legal Practitioners. Mrs Tresha sits as a Commissioner at the Small Claims Court, and she is also a National Coordinator of One Billion Rising, an international movement which supports women’s and Children’s Rights

Hon. Mr Justice C. F. R. Mchenga, SC is a part-time Honorary Lecturer in Criminal Law and Procedure, and a member of the ZIALE Board of Examiners (BoE). He holds a Bachelor of Laws degree (LLB) from the University of Zambia and is an Advocate of the High Court of Zambia. He joined the Ministry of Justice, where he worked in the Directorate of Legal Aid. He then worked in the Directorate of Public Prosecutions, rising from State Advocate to Chief State Advocate. Hon. Mchenga served as Director of Prosecution in 2004, a position he held until 2011 when he was appointed High Court Judge. He is currently the Deputy Judge President of the Court of Appeal.

Mr. Stephen Lungu, SC, is a part-time Honorary Lecturer in Evidence and a member of the ZIALE Board of Examiners (BoE). He holds a Bachelor of Laws degree (LLB) from the University of Zambia and is an Advocate of the High Court of Zambia. Mr Lungu also has an LLM from King’s College in London. He is currently the managing partner for Shamwana and Company. His past work experience includes being a Consultant for the Africa Development Bank and Legal Counsel and Company Secretary for BP Zambia Plc.
